A little more than two years ago, a disaster management report confirmed what residents of the Emhlangeni Informal Settlement, in Krugersdorp had been saying for decades, the land is unsafe, homes flood and their living conditions are inhumane.
The report called for urgent intervention.
But today, thousands remain trapped in a settlement with no basic services where floods, fires and illegal connections have claimed many lives.
