JOHANNEBSURG - Urgent intervention is needed to avoid a total collapse of the water system.

This is the dire warning from the Association of Water and Sanitation Institutions of SA.

It blames the crisis on municipalities mismanaging funds.

The association says they owe water boards over 20-billion rand which impacts their ability to deliver.
