EAST LONDON - Buffalo City is on a drive to clear out all scrapyard dealers with have become a part of the Metro's decay.
The City argues that copper cables, traffic lights, and other municipal infrastructure, which cost billions of Rand, are sold to scrapyards for next to nothing.
