CAPE TOWN - The Open Secrets organisation wants the Hawks to finalise the investigation into the Passenger Rail Agency of South Africa.
It's filed papers with the high court in Pretoria, asking it to declare the delay in the probe, and in the NPA's decision whether to prosecute or not, unlawful.
