Two-year-old Ntseka Nkatshumane drowned after falling into a water-filled manhole in Khutsong.
Residents say the Merafong Municipality ignored their pleas to close a gaping manhole that had been left exposed for months.
They say they’ve been reporting open manholes for months - with no action from the municipality.
The toddler fell in and tragically died.
