JOHANNESBURG - Analysts say we should brace ourselves for a coalition government, even at the provincial Level. 

Yet those at the municipal level have not been too inspiring so far. Last year, the South African Local Government Association found that 32 of the 82 municipalities including major metros that had coalition governments, were not functioning well. 

So, how can those at the leadership level make the situation more bearable?
