Delegates are setting the agenda and plotting a path for community involvement.
The event, however, has been marred by controversy, with the DA announcing its withdrawal.
The party described the dialogue as a distraction from the ANC's ongoing failures and a costly talk shop.
But, the President says it's better to be inside the tent to discuss issues.
