JOHANNESBURG - Unfinished business of land restitution catching up on state- expert
Since the enactment of the Expropriation Act, there have been mixed reactions.
The United States has sought to fight South Africa on this.
Independent analyst, Cameron Lee Jacobs, has opined on the unfinished business of restitution.
"From the get-go, the state underestimated the number of claims that would be launched in 1998 and the complexity of those claims. It was overly ambitious, it's a legal process that takes long in any event. [The state] made a big process to mass process the claims after 1998," he said.
Lee Jacobs alleges that once the state got to 1998 and it realised that it was not going to meet any targets they had set new target in 2005.
However, decided to 'cut corners'.
These inconsistencies have an impact on restitution, among those is how claims are processed Lee Jacobs said.
