JOHANNESBURG - The failed motion of no confidence against Johannesburg Mayor Dada Morero, is a symptom of the declining city's governance shortcomings according to the JoburgCan organisation.

The watchdog followed Wednesday's council gathering with some concern.

JoburgCan manager Julia Fish said, "We were supposed to table 89 other items and that includes financial reports of the city, transparency and accountability. We're not seeing that."

"We get stories of another R3.5-billion loan. We're doing that on outdated financial information. We're about three to four months behind on financial information."

"That's a violation of the municipal, financial management act. That's why these votes of confidence happened today."

"It's because the mayor and chief whip were not bringing those things to council. We saw the same thing with what happened with the speaker," she said.
