JOHANNESBURG - The NPA is calling for an inquiry into whether two teenagers understand the criminal capacity of their actions.
It comes after seven teenage girls were arrested for beating up a 13-year-old girl.
Two of them are under 14, meaning they can not be automatically held responsible for criminal acts.
But prosecutors believe there's evidence to challenge that perception.
