Discussion | Some municipalities offer glimmer of hope

JOHANNESBURG - Some municipalities and metros are on the brink of collapsing or have already collapsed.

This is according to Ratings Africa, which looked at the functionality of 112 municipalities and metros.

But within the sea of poor financial mismanagement and poor government, there is a glimmer of hope.

Midvaal, Mossel Bay, Swellendam and Saldanha Bay top the charts when it comes to efficient governance.
