JOHANNESBURG - Democracy arrived in South Africa in 1994, and along with it came a commitment to ensure human rights.
But, many say those rights are being violated every day. They cite water and power cuts, unemployment, crime and violence.

Others complain that human rights are extended to too many, including criminals.
The Justice Department will hold a conference to discuss these issues from Monday.
