JOHANNESBURG - South Africans are hoping it will be third time lucky when it comes to the budget.

A two percent proposed VAT increase sparked such political fallout that the first budget speech was cancelled.

Later the Minister presented a half a percentage point VAT increase and that passed through parliament without the help of GNU partner the DA.

After the DA and the EFF went to court Treasury agreed to reverse the VAT hike in a settlement confirmed in court.

Finance Minister Enoch Godongwana will present Budget 3.0 on 21 May.
