CAPE TOWN - Cape Town's Mayoral Committee is backing a motion to devolve policing powers.
The Safety and Security Portfolio Committee already passed it in June.
It proposes the transfer of investigative and intelligence functions from national government to the city.
But it's come under harsh criticism from the EFF and ANC.
They argue it will create a dual standard of law enforcement and is a policy of 'swart gevaar' policing.
The opposition also claims tripartite agreements with national and provincial governments have deliberately not been fulfilled.
