JOHANNESBURG - The presentation of final provincial mandates on the Public Service Amendment Bill has been postponed.
They were meant to be presented in the National Council of Provinces on Tuesday.
The Public Service Amendment Bill is meant to professionalise the public service.
It will make a clear distinction between powers of political heads and bureaucrats.
It's hoped this will remove instability and patronage.
