CAPE TOWN - Wednesday brings a second opportunity for finance minister, Enoch Godongwana to deliver his budget speech.
His initial one on 19 February was postponed at the last minute after members of the government of national unity failed to reach consensus on a 2 percentage-point VAT increase.
