JOHANNESBURG - Municipalities receiving their funds have not necessarily met their compliance, says Finance Minister Enoch Godongwana.
This is to prevent further disruption to basic services in the respective municipalities.
Treasury had, earlier this month, withheld funding from 69 municipalities due to financial mismanagement.
"The equitable share is an important source of funding for the basic services, particularly services provided for poor households," says Godongwana.

"National Treasury must balance its constitutional responsibility to enforce financial management requirements," he adds.
This is to avoid communities carrying immediate consequences of failure by municipal institutions and officials, says Godongwana.
He says this is a conditional release to correct weaknesses identified by the department.
