The backlog is worsening as wage talks to end the crippling strike at Transnet continue.
Unions SATAWU and UNTU have not accepted a new wage increase offer of between 4 to 5 percent.
Transnet has told clients in a note that eNCA has seen that all landside operations at ports have been suspended.
The Road Freight Association says the suspension means that imported cargo is not getting onto trucks.
Meanwhile, Satawu says Transnet must feel the pressure.
It is now calling for government intervention.
The union says the employer is not coming to the table.
