PRETORIA - The Madlanga Commission has viewed a video showing suspended EMPD Deputy Chief Julius Mkhwanazi pledging unwavering loyalty to former City Manager Imogen Mashazi.
Former employee relations head Xolani Nciza told the commission that this explains why Mashazi protected Mkhwanazi.
Nciza says that after trying to hold Mkhwanazi to account, he was instead accused of holding fake qualifications and ultimately suspended.

His powers were transferred to Ekurhuleni’s head of legal, Kemi Behari, a move Nciza says was unlawful and in violation of HR regulations.
Nciza has wrapped up his three-day testimony.
He’s told the commission he was prosecuted and had his life threatened simply for doing his job.
