Trump criticised the Expropriation Act, claiming land was being confiscated and they were being treated badly.
All 49 planning to leave will be vetted for pending criminal cases before they are allowed to take off.
"If there is any issue of criminality, you can't leave the country when there’s a criminal case pending," said the Transport Department's Collen Msibi.
