SETA crisis | Students left without certification

JOHANNESBURG - Questions are being raised about how SETAs manage public funds and whether they are fulfilling their mandate to grow skills in key sectors.

Sectoral Education and Training Authorities (SETAs) are responsible for developing skills in the sector they serve, and they disburse funds mainly from levies due by companies.

They fund skills programmes, learnerships, adult education and training, bursaries and apprenticeships.

One training provider has accused the Insurance SETA of failing to certify students and ignoring its core responsibilities.

"So, you can see that we have an unemployment crisis," said Dr Kershen Pillay.

"But it is because of governance failures and lack of accountability that students are not receiving their certificates while people are unemployed and not getting jobs."
