CAPE TOWN - The court battle between the Cape Town Minstrel Carnival Association and the City of Cape Town shows no sign of ending.
The City has now filed a second appeal against the Western Cape High Court’s ruling on the minstrel parade.

Earlier this week, the court ordered the City to provide a venue for the Association’s Tweede Nuwe Jaar Minstrel competitions.
