Lady R probe summary report released

JOHANNESBURG - President Cyril Ramaphosa has released the executive summary of a report into the docking of Lady R.

The Russian cargo ship was moored in Simonstown in December.

The independent panel found no evidence that weapons had been loaded.

Instead, the report states that equipment was offloaded at the port.

The actions were carried out under the cover of darkness due to security concerns.

The panel says Armscor ordered the cargo way back in 2018, but delivery was delayed due to Covid-19.

It says Armscor only learned of US sanctions on the vessel once it was on its way.

But those sanctions were not endorsed by the UN and was therefore not binding on South Africa.
