Lotto Heist | SIU claws back R3.2m misappropriated funds

JOHANNESBURG - The Special Investigating Unit (SIU) has secured the repayment of R3.2 million misappropriated from the National Lotteries Commission. 

The recoveries relate to two non-profit company (NPO)- Todi Media Development Foundation NPC and Zibsiflo NPC, both linked to Khuto Daniel Makwela, who admitted to the misuse of the funds and signed an Acknowledgement of Debt (AOD).

According to the SIU, Todi Media Development Foundation NPC repaid R1.5-million, while Zibsiflo NPC returned R1.71-million.

A pattern of misuse 

The SIU said investigations revealed that a coordinated scheme in which funds meant for the upliftment of the community were allegedly diverted into private pockets and property purchases. 

“The same network of individuals misused grants intended for media development and women’s soccer clinics,” the SIU said.

Todi Media: How media grants were misused 

  • 2012 - Todi Media Development Foundation NCP is registered with directors being Khutoso Makwela, Matlala Malaji and Moses Malatjie 
  • 2018 - NLC awards Todi Media a R1.5-million for media project. Funding was allocated for accommodation, car hire, equipment rental and media buying. 

    However, the SIU found that funds were diverted shortly after being disbursed 

  • November 2018 - R550,000 to Unscripted Communication, whose director is Makhudu Sefara
  • December 2018  - R900, 000 paid to Black Dungaree directed by Daniel Matome Malatjie, received R900,000, which was used to purchase a property, Bassonia Rock Extension, Johannesburg.

Zibsiflo :From upliftment to enrichment

  • March 2019 - Zibsiflo NPC purchased as a shelf company.   Khutoso Daniel Makwela retains control of bank card and pin
  • November 2019  - NLC awards Zibsiflo NPC R1.71-million with approved budget R1.3-million for soccer clinics, R350,000 for facilitators, R50,00 for transport and R10,00 for NLC logo and publicity. 

However, SIU found that funds were diverted shortly after being disbursed.

  • 2020- Black Dungaree, owned by Daniel Matome Malatjie, received R1.36 million
  • 2020 - Charles Malatji received R200,000.
  • 2020 - The SIU also found that approximately R900,000 was used to acquire property in Bassonia under Matlala Martha Malatji and Ngwako Moses Malatji.

 

 

In terms of its mandate, SIU said it will refer any evidence of criminal conduct uncovered during its investigation to the National Prosecuting Authority (NPA) for further action. 

The unit said it is also authorised to initiate civil proceedings in the High Court or a Special Tribunal in its name to correct any wrongdoing uncovered during its investigation and to recover financial losses suffered by the State, including funds paid for services not rendered.
