SA weather | Philippi floods as dry winter is forecast

CAPE TOWN - Residents of Philippi in the Western Cape woke up to flooding on Saturday morning.

But, it wasn't due to heavy rains as the area only saw light showers on Friday evening.

The community blames blocked drains for the flash flood.

It comes as experts forecast a drier-than-usual winter in the Western Cape.
