The votes cast by 69 Democratic Alliance councillors in the election of the Tshwane council speaker, were rejected, paving way for the ATM.
Councillors were instructed to mark ballots with allocated numbers, instead of a cross, to indicate which candidate they backed.
Tselane said, "what has happened there is it appears that the numbers were going to be used to identify the voter and the voter's secret ballot would therefore be compromised and therefore the election rules do not allow for the ballot paper to be linked with a voter."
