PRETORIA - The South African Police Service (SAPS) legal services head, Marga van Rooyen, insists Police Minister Senzo Mchunu lacked the authority to order the disbandment of the Political Killings Task Team.
She told the Madlanga Commission of Inquiry on Thursday that such a decision falls outside the minister’s mandate.
According to van Rooyen, only the National Commissioner alone governs police structure.

Van Rooyen testimony centre on the legal framework governing how the SAPS operates.
She is the third witness to take the stand before the commission after KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi and National Police Commissioner Fannie Masemola.
Meanwhile security strategist Andy Mashaile has reacted to the testemony of va Rooyen saying SAPS needs a complete overhaul.
He says Masemola allowed Police Minister Senzo Mchunu to overstep his powers.
