Climate Change Bill | Activists want polluters to be held accountable

CAPE TOWN - Environmrntal activists are not happy with the Climate Change Bill drafted by the Department of Forestry, Fisheries and Environment. 

The bill introduces carbon budgets, but there are no penalties for companies that emit more green house gases than permitted.
