JOHANNESBURG - Parties in the GNU have adopted terms of reference for its Clearing House Mechanism, which had been set up to resolve policy disagreements.

The mechanism will be a recommending body and not a decision-making structure.
Its working group supported an 'agree to disagree' resolution when parties are unable to reach consensus.
