JOHANNESBURG - The Special Investigating Unit says it's completed ninety-percent of phase two in its National Lotteries Commission investigations.

The SIU has initiated ten criminal referrals against Commission officials, non-profit organisations and companies that have been forwarded to the National Prosecuting Authority.
