JOHANNESBURG - Criminals are making the most of rolling blackouts to commit crimes.
Experts have raised concerns about security threats posed by power cuts.
"There's a correlation between load shedding and crime, criminals are making use of that," says Gareth Newman from the Institute of Security Studies.
