SCOPA| Joburg residents' non-payment is putting the City at financial risk

JOHANNESBURG - The City of Johannesburg's problem is not how much it owes, but how much it is owed by residents.

This is according to Parliament's Standing Committee on Public Accounts (SCOPA) Chairperson, Songezo Zibi.

Zibi said the money that the City collects does not match its spending on infrastructure and other services in the metro.

"Some of its critical projects have been delayed by cash-flow problems," he said.

The Auditor-General's report before Parliament painted a bleak picture where the City had allegedly been operating on false assurances about its financial health.

Zibi said the state of many municipalities across the country has been quite concerning. Johannesburg is not the only exception.
