The signing will happen on the sidelines of the 15th Brics Summit, a day after Chinese president Xi Jinping's state visit.
For over a decade, South Africa has been faced with an energy crisis, prompting President Cyril Ramaphosa to declare a state of disaster and appoint a minister responsible for electricity.
The memorandum comes at a time when planned blackouts are continuing in the country.
