JOHANNESBURG - It's been a good two weeks for South Africans as the lights were kept on.

The country has been at full power for 13 days -- the longest stretch without rolling blackouts this year.

Compared to the same period last year, unplanned breakdowns at Eskom are also down.

Is this the Energy Action Plan kicking in or just an election ploy?
